CSA 115 was a 440-acre "island" that did not fall within a fire jurisdiction. The San Diego Local Agency Formation Commission approved the reorganization by resolution at a noticed public hearing held on October 1, 2018. The area north of Pepper Drive was annexed into Lakeside Fire Protection District, and the area south of Pepper Drive to San Miguel Fire Protection District.
