NOTICE INVITING BIDS FOR
Station 14 Flooring Renovation
(SPRING VALLEY)

NOTICE IS HEREBY GIVEN that the San Miguel Consolidated Fire Protection District is inviting sealed bids from qualified contractors for IFB 2627-02 Station 14 Flooring Renovation located at 3255 Helix Street, Spring Valley, California 91977.

The Work generally consists of removing existing carpet, vinyl composition tile (“VCT”), and wall base; preparing and polishing the existing concrete slab; and installing new black rubber wall base and required flooring transitions.

Each bidder must possess a valid California contractor’s license in a classification appropriate for the work, including C-8, C-61/D-6, C-15, or B, provided the license held legally authorizes the contractor to perform the full scope of work.

No contractor or subcontractor may be listed in a bid for this public works project unless registered with the Department of Industrial Relations (“DIR”) pursuant to Labor Code section 1725.5, except in the limited circumstances permitted by Labor Code section 1771.1. No contractor or subcontractor may be awarded a contract for public work unless registered with DIR. This Project is subject to compliance monitoring and enforcement by DIR.

All qualified contractors interested in performing the Work are invited to submit a sealed bid. The District intends to award the contract to the lowest responsive and responsible bidder in accordance with the Contract Documents. 

It shall be the bidder’s responsibility to check the San Miguel Consolidated Fire Protection District website (www.sanmiguelfire.gov/rfps) to obtain the full Invitation for Bids (“IFB”) and Contract Documents, requirements for submittal of all bids, Exhibits, attachments, and addenda that may be issued. The bidder’s attention is directed to “Requirements for Submittal of all Bids.”

Submit one (1) hard copy of the bidder’s bid. The hard copy shall be mailed or submitted to the San Miguel Consolidated Fire Protection District, 2850 Via Orange Way, Spring Valley, California 91978 prior to 2:00 p.m. Pacific Standard Time (“PST”) on November 10, 2026. Bids shall be submitted in a sealed package clearly marked “IFB 2627-02 – Station 14 Flooring Renovation” and addressed as follows:

Bids will be publicly opened immediately after the submission deadline at the District’s administrative offices at 2850 Via Orange Way, Spring Valley, California 91978.

No late bids will be accepted. The lowest responsive and responsible bidder will be recommended to the Board of Directors for authorization to enter into a Contract for flooring renovation of San Miguel Fire Station 14 (Spring Valley) located at 3255 Helix Street, Spring Valley, CA 91977.

Failure to comply with the requirements set forth in this IFB may result in disqualification. Bids and/or modifications received after the hour and date specified above will not be considered. Submitted bids may be withdrawn at any time prior to the bid deadline, provided notification is received in writing before the bid deadline. Bids cannot be changed or withdrawn after the bid deadline. No handwritten notations or corrections will be allowed. The responding bidder is solely responsible for all costs related to the preparation of the bid.

The San Miguel Consolidated Fire Protection District reserves the right to reject all bids and to waive any minor informalities or irregularities contained in a bid. Acceptance of any bid submitted pursuant to this IFB shall not constitute any implied intent to enter into a contract. 

The contract award, if any, will be made to the lowest responsive and responsible bidder. The completed Bid Form, all required certifications, and bid security shall be included in the bidder’s sealed bid package as required by the Contract Documents.

The mandatory site-walk on Friday, October 26, 2026, at 9:00 a.m. must be attended for a bidder to submit a bid. Any questions regarding bid documents, bidding process, or bids may be emailed to District Representative, Division Chief Brian Lieberman (blieberman@sanmiguelfire.gov) no later than 5:00 p.m. PDT on Wednesday, October 30, 2026. Responses to requests for clarification and answers to questions will be emailed to the potential bidders who attended the mandatory site-walk.

The full IFB and Contract Documents, requirements for submittal of all bids, Plans, Exhibits, attachments, and addenda that may be issued can be viewed below. No oral questions or inquiries about the IFB shall be accepted.
